Facilitators and Barriers to Screening and Management of Elder Abuse by Tribal Health Care Providers

International Association for Indigenous Aging

The International Association for Indigenous Aging conducted the first comprehensive, systematic, national needs assessment to date that included personal interviews (n=23) and an online survey (n=90) of tribal providers and participants from 22 states. The goal was to identify facilitators and barriers for screening and management of elder abuse by tribal health care providers working in the outpatient setting. Project findings regarding tribal provider experiences with elder abuse, mistreatment and financial exploitation in our full report are presented in conjunction with the words of our participants.

High level findings indicate that outpatient tribal health care provider participants are willing and ready to embrace screening for abuse among their older patients– 89% of survey respondents believe tribal health care providers should play a role in screening for elder abuse. These same providers indicate they are already required to intervene in clinical settings that more often than not lack proper protocols for managing cases of elder abuse, offer little training, and either lack information about available community services or supports or lack the actual community services and supports.

The Way Forward: Emerging Strategies for Crime Victims of Color Virtual Roundtable Series

The current public health crisis has shed a light on what victims of crime from communities of color have been saying for decades: institutional and systemic barriers and racial disparities, combined with gaps in victim services, have made pathways to healing and justice out of reach for many victims of crime, particularly for victims of crime from communities of color.

This four-part virtual series, led by Zoe Flowers from Women of Color Network, will explore the way forward as victim service providers continue to pivot and adapt as a result of the current health crisis and also leverage this moment of change to better support crime victims from communities of color.

Webinar Roundtable Series

#1 Shaping the Future with Culturally Specific Innovations

This dynamic virtual roundtable will highlight the need to lift up the pre-pandemic innovations being made by culturally specific organizations in reaching and supporting survivors from communities of color. This session will explore what survivors and advocates of color are seeing, hearing and feeling. Join us for this virtual roundtable to share what is happening in your community as we envision the way forward for victims of crime from communities of color. Moderated by Zoe Flowers, featuring panelists Purvi Shah and Maria del Rosario Franco-Rahman.

#2 Shaping the Future of Protective Structures

This virtual panel will highlight community models of change and provide information on the various ways aspiring allies and advocates can serve as proactive partners in the move to end gender-based violence. This virtual panel will explore the successes, challenges and lessons learned from the Missing and Murdered Indigenous Women’s Movement in Canada as a potential framework for addressing violence against women of color in the United States.

#4 Shaping the Future of Healing Justice

Communities of color and aspiring allies need time to breathe, relax, re-orient themselves with their authentic self, tend to legacies of harm and untreated trauma as well as connect to lineages of resilience. This interactive virtual workshop is designed to provide a community of support where participants may practice techniques to slow down and reconnect to their strength, creativity, and spirit. Join Zoe Flowers and Maria del Rosario Franco-Rahman to learn more about the natural responses to and effects of stress, vicarious trauma, and the various healing modalities for sustaining your well being and those that you serve.

There’s so much going on. Our chests are tight. We are experiencing fear and confusion. It may be hard for you to sleep, be present, and keep a handle on all you need to do. And we still have “jobs” to do. It is our pleasure to present another set of healing sessions with advocate, healer, writer, poet, and filmmaker Zoe Flowers. Zoe provided almost 1500 advocates with her virtual wellness sessions from March to May 2020. She is returning on June 11th to guide us through another round of sessions to help us stay grounded, manage our stress and alleviate anxiety.

In 2018, the National Resource Center for Reaching Victims – a collaborative effort to increase the number of victims who receive victim services in the United States – launched the Reaching Victims Innovations Mini-Grant Program. The purpose of this program was to address unmet needs and close gaps that prevent survivors from underserved communities from accessing and benefiting from healing services and avenues to justice. We invited applications for projects that sought to better identify, engage, and/or serve

Helping Those Who Help Others Needs Assessment Report

Key Findings From a Comprehensive Needs Assessment of the Crime Victims Field

To better understand the reasons why some victims are not receiving services and what resources and tools the field needs to reach more people, the NRC undertook a comprehensive assessment of the crime victims field and related
fields.

From July 2017 through March 2018, the NRC completed the following activities:

• Conducted 103 informational interviews with victim service providers, advocates with relevant lived experience, and other experts in the crime
victims field

• Completed more than 15 informational interviews
with VOCA administrators

• Conducted 45 listening sessions with stakeholder groups representing the voices and needs of various groups of victims who have been historically underrepresented

• Carried out five listening sessions with VOCA administrators

• Distributed a survey to the crime victims field and allied professionals and received more than 1,500 responses

• Reviewed more than 500 practice documents related to the victimization experiences and needs of survivors who often do not access services

• Conducted a communications audit of the victim services field to understand the strengths and weaknesses of current outreach and service strategies. This included an analysis of more than 75 brochures and other outreach materials from crime victim service programs from across the country, a survey of 35 leaders from the crime victims field, and in-depth interviews
with 15 experts in serving crime survivors from underserved communities.

This report summarizes the findings and crosscutting themes that the NRC gleaned from these activities and outlines its strategies to support the crime victims field’s goal of reaching more people and closing service gaps.

Tips for Helping Trauma Survivors During COVID-19

During a public health crisis, the survivors you serve need your support even more. COVID-19 is an uncontrollable threat and is raising fear and anxiety. As advocates, you can help survivors manage these fears and help them cope with the added anxiety this crisis brings up. To help you help survivors, we’ve developed a few infographics and a compilation of tips that survivors may find useful. We’ve written these with the survivor as the audience. Feel free to distribute these infographics and utilize the tip sheet as needed. You cut and paste these tips into emails, text, and message apps. You can also use these to create your own fact sheets.

Healthcare Guide During a Crisis: Survivors of violence, especially those who’ve survived child sexual abuse, sexual exploitation, or sexual assault, can find visiting the doctor or going to a health clinic really challenging. The chaos of waiting areas, emergency rooms and the vulnerability of being sick can combine to make these experiences anxiety producing and triggering. There are steps survivors can take to make accessing healthcare a little easier. This guide is to help survivors prepare should they need care due to COVID-19.

Healing of Boys and Men of Color Training Curricula

The Healing of Boys and Men of Color Training Curricula supports victim service providers in understanding and implementing a holistic healing framework for Boys and Men of Color. The series has three core modules: Trauma 101; Historical Trauma; and Strengths-Based Policy Development. Additionally, each module has a corresponding Trainer’s Guide with additional resources, activities, and guidance on using the curricula.

Trauma 101-Men of Color Anatomy of Healing: The Trauma 101 curriculum is meant to provide a basic overview of trauma and its causes for those without prior education on the topic. It is meant to create discussion on the trauma and victimization of boys and men of color and ways to better serve them. The goal is to get people to talk about trauma, victimization, and healing without debating right or wrong or focusing on how the problem is perpetuated.

Historical Trauma: The Historical Trauma curriculum provides an overview of historical trauma, ways we experience trauma, and how socioeconomic factors play a significant role in communities of color, specifically boys and men of color. The purpose is to create an understanding as to why boys and men of color may feel more pressure, or feel more anger or frustration but not know why due to these circumstances with the intent helping men move forward by being able to name the problem, and how trauma impacts an individual as creates barriers to services for boys and men of color within institutions. It also seeks to provide an understanding of how institutions can re-traumatize people through limited service, stringent requirements, or functions that benefit the institution rather than the individual. It concludes with ways to make institutional change and ways to promote healing.

Strength-Based Policy Development: The Strengths-Based Policy Development curriculum is meant to shift thinking from deficit-based programming to strengths-based programming when serving boys and men of color. Practitioners working with boys and men of color are often looking to offer services that address identified needs, and in that manner, they identify gaps in skills, knowledge, or capacity that they seek to fill. When we start from a strengths-based approach, instead, practitioners identify skill, knowledge, or capacity in the person they’re serving, as opposed to the person’s deficits, and in doing so, works with the individual to build upon their strengths.

Social media can be a critical tool for sharing the stories, needs, and barriers for older survivors of crime and abuse. We invite you to use this toolkit to help expand your networks’ knowledge of and access to services for older survivors.

The “Older Victims of Crime Social Media Toolkit” is designed to make it easy for victim service agencies and allied professionals to share knowledge, increase engagement, and start conversations online to support older victims of crime and abuse. The toolkit includes designed and ready-to-upload posts for Facebook, Twitter, and Instagram that address topics like:

• Confronting ageism
• Elder Abuse
• Anti-oppression and victimization
• Building rapport with older survivors
• LGBTQ+ older survivors
• The role of culture in providing services
• Considerations for tribal communities
• Building a network of resources for older adults

How to use this Social Media Toolkit:

1. Download the toolkit pdf and the zipped files that contain all social media graphics. The zipped files include: 10 images correctly sized for Facebook, Twitter, and Instagram. The toolkit pdf includes recommended text and hashtags for each image as well as helpful tips for considering accessibility needs using each platform.
